What is Compulsory Motor Third Party Liability Insurance?

The MTPL (Compulsory Motor Third Party Liability Insurance) compensates for damage caused to the life, health, and property of third parties who suffered in a traffic accident. The agreement is valid within the territory of Ukraine.

The law establishes liability limits (the amount reimbursed by the insurance company):

  • 500,000 UAH — for damage caused to the life and health of the victim, without limiting the number of victims.
  • 250,000 UAH — for damage caused to property per victim.

The standard term of motor third party liability insurance in Ukraine is 1 year, but it is possible to conclude a contract for a period of less than 6 months. For example, a car that is not registered in Ukraine can be insured for the period until it is registered.

A foreign car registered in another country can also be insured for a shorter period - for the duration of its stay in Ukraine. It is worth noting that the contract comes into force from the date specified in the policy and is not automatically renewed.

There are at least four clauses in the Casco contract that need to be carefully reviewed:

  • risks — events in which damage to a vehicle is compensated, including theft and traffic accidents;
  • exceptions — situations where the driver will not receive compensation from the insurance company;
  • deductible — the portion of the damage that the insurance company will not compensate you for. It can be expressed as a percentage of the sum insured or as a monetary equivalent, for example, 100 euros. It is also possible to purchase a policy with no deductible.

All this information is included in the contract. If you need clarification, feel free to ask a representative of the insurance company. Be sure to ask what you need to do in the case of an insured event: what requirements you need to meet and what documentation you need to provide for the company to compensate for your damages. This is a car insurance program that protects against a specific list of risks both in Ukraine and abroad: for example, accidents and theft. Additionally, Casco protects the car from illegal actions, fire, or natural disasters such as heavy hail, wind, floods, and other similar incidents. Casco is a more comprehensive insurance that covers a wide range of risks, including damage to your car regardless of who is at fault for the accident, as well as risks such as theft, fire, natural disasters, and other unforeseen situations. Payouts under such a policy are based on the market value of the car.

A feature of the mini CASCO policy is the payment of a fixed amount, the amount of which is chosen by the car owner when concluding the contract. The following conditions must be met in order to receive compensation:

  • The accident must be officially documented - using the European protocol or by representatives of the National Police patrol service;
  • It must be established which driver is to blame for the accident. Depending on this, the amount of the deductible will change.

This means that in the event of unforeseen circumstances, the insurance company covers all costs associated with repairing the vehicle within the scope of the policy.

At the same time, each policy includes certain limitations. For example, insurance compensation is not paid if you were driving under the influence of alcohol or drugs or grossly violated traffic rules.

The price of a comprehensive insurance policy depends on several key factors:

  • the insured amount, which should correspond to the vehicle’s actual market value;
  • the range of risks covered by the insurance policy. The broader the list of situations in which the company assumes financial liability (e.g., theft, traffic accidents, natural disasters), the higher the policy price will be;
  • exclusions, i.e., circumstances under which compensation is not paid. Their presence or number can also affect the premium;
  • the deductible, i.e., the portion of the loss that the owner covers themselves. It can be a fixed amount or a percentage of the insured amount.

Accordingly, the cost of comprehensive insurance is always individual, so before signing, it is worth carefully reviewing all the terms of the contract and, if necessary, asking for clarification from an insurance company expert.

Some drivers mistakenly believe that comprehensive auto insurance is valid only within Ukraine, but in reality, its coverage is much broader. The policy is valid throughout the entire country, with the exception of temporarily occupied regions, and this does not depend on the city where you purchased it.

In addition, the insurance coverage is valid abroad, specifically in most European countries, as well as in Turkey and Georgia. This is very convenient for those who frequently travel in their own car or go on business trips.

It is important to note that the specific list of countries is specified in the contract, so we recommend carefully reviewing these terms before your trip.

If an insured event occurs, it is important to act quickly and correctly. First and foremost, do not leave the scene of the incident and notify UNIQA within three hours. Follow all instructions from the specialist you are in contact with. If there are other parties involved in the incident, ensure it is properly documented: call the police or fill out a European accident report (provided there are no injuries, the drivers have valid insurance policies, there is agreement on liability, and there are no signs of intoxication).

You can submit the documents for reimbursement in a convenient way: via a chatbot on Viber or Telegram, or directly at the service center recommended by the company. Do not begin repair work until you receive written permission from an authorized company representative.

To file an insurance claim, you must submit the following documents:

  • a claim form;
  • an accident report or police documents (accident diagram, reports, statements from those involved);
  • copies of the driver’s license, vehicle registration certificate, the owner’s passport or ID card, and TIN;
  • photos of the vehicle from all sides and of the damage.

If the payment is not made to the owner, documents confirming their right to receive compensation are required. If available, include photos or videos from the scene of the accident and a repair shop invoice.

UNIQA Insurance will decide whether to approve or deny the claim within 5 business days of receiving the complete set of documents. The compensation itself will also be transferred within 5 business days to the specified account details.

The number of drivers and their driving experience are not limited by the terms of the comprehensive insurance policy; in other words, the insurance coverage will apply regardless of who was behind the wheel at the time of the accident. This could be the vehicle owner, a family member, or another person to whom the vehicle was entrusted. The main requirement is that the driver holds a valid license and complies with traffic laws.

At the same time, there are standard exceptions. The insurance policy does not cover cases where the person behind the wheel did not have a license, was under the influence of alcohol or drugs, or where the accident occurred as a result of intentional actions.

Comprehensive insurance is one of the most comprehensive types of coverage for a vehicle, but the policy always clearly specifies a list of exclusions where no compensation is provided. First and foremost, this applies to situations where the driver was operating the vehicle without a license or while under the influence of alcohol or drugs. Other exceptions include:

  • operation in gross violation of the manufacturer’s technical requirements;
  • damage due to a manufacturing defect or natural wear and tear of parts;
  • damage due to careless handling of fire, use of low-quality fuel, an incompatible charger for an electric vehicle, or the transport of hazardous substances or animals in
  • the passenger compartment.

Under the terms of partial comprehensive insurance, losses related to military actions are not covered.

After an insured event occurs, vehicle repairs are typically carried out at partner service centers that work with UNIQA Insurance. This allows us to monitor the quality of the work and approve invoices for payment more quickly. You will be provided with a list of service centers where you can have your car repaired.

We also offer the option to choose a service station yourself. In that case, the insurance company can either pay the service station directly or reimburse the owner after receiving the invoices. Therefore, it is advisable to discuss this matter with the company’s experts before starting the repairs.

In most cases, once repairs are complete, the vehicle must be inspected by a representative of the UNIQA insurance company. This is necessary to verify the quality of the work performed and to confirm that the damage has been properly repaired. The inspection can be conducted directly at the repair shop or at a designated location.

The procedure takes little time but is an important step in closing the insurance claim. Therefore, it is worth setting aside some time for it and calmly completing all the formalities to avoid future disputes between both parties.

UNIQA Insurance offers the option to purchase select comprehensive insurance policies online. Typically, the process begins by calculating the cost of the insurance using an online calculator. Next, you select the terms of the policy and fill out a form with the car owner’s information. You will need to provide:

  • passport number or ID card number;
  • tax ID number;
  • vehicle registration number;
  • chassis number;
  • driver’s contact information.

After payment, the policy is sent to the specified email address and appears in the myUNIQA mobile app.

The comprehensive CASCO policy is issued after the application is submitted and the vehicle is inspected by a UNIQA expert.

You can only purchase comprehensive insurance for a vehicle that has official documents and is registered in accordance with current legislation. If the vehicle was imported from abroad and has not yet been registered in Ukraine, it will not be possible to enter into a full comprehensive insurance policy.

The same applies to cars with U.S. license plates. Therefore, to fully insure a car under comprehensive insurance programs, it is best to ensure official registration immediately after importing it into Ukraine.

Yes, UNIQA offers flexible payment terms for comprehensive auto insurance. You can pay the full amount at once in a single payment or split it into two installments over the course of the year. Insurance coverage takes full effect from the first day of the policy, even if only the first installment has been paid.

Keep in mind that you must strictly adhere to the payment schedule. If you miss a payment, the insurance company may suspend the policy or refuse to pay out. Therefore, before opting for an installment plan, make sure that meeting the payment deadlines won’t be a problem.

A deductible is the portion of the loss that the car owner covers out of pocket. It can be set as a fixed amount (for example, 2,000 or 5,000 UAH) or as a percentage of the insured amount (for example, 0.5%, 1%, or 2%).

For example, if the deductible is 2% and the insured amount is 500,000 UAH, then in the event of a claim, the owner pays 10,000 UAH out of pocket, and the insurance company covers the remainder. The higher the deductible, the lower the cost of the policy itself, since the owner assumes part of the risk.

If, however, you want any losses to be covered without your participation, you can take out a policy without a deductible; however, the price will be higher.

Yes, motor third party liability insurance is mandatory even for those who have a motor hull insurance contract. Motor TPL and motor hull insurance are different types of insurance contracts. The purpose of motor third party liability insurance is to protect other road users from erroneous actions of the driver of the insured car, as well as the policyholder from large financial losses to compensate third parties. The absence of a motor third party liability insurance policy (MTPL) will result in a fine.

A CASCO insurance policy is a voluntary type of car insurance that allows you to receive compensation for the repair of your own car and not worry about communicating with the service station. In this case, the insurance company helps you choose a service station, the date of the repair, and pay the bills.

You can check the validity of your motor third party liability insurance through the official website of the Motor (Transport) Insurance Bureau of Ukraine using the contract number or the car's licence plate number. By accessing the portal, you will find out the status of your insurance as of the current date.

The MTIBU's specialised database can be used by representatives of the patrol service and other road users if they need to check insurance information. Additionally, information on the availability of a valid MTPL insurance contract is displayed in the official Diia app.

If the policy is not displayed in the Diia app, the reason may be that the contract has not yet entered into force (we remind you that the contract comes into force on the date specified in the document) or has already expired. Another reason may be the use of previous versions of the application. To avoid this, you should update the app.

To add a contract to Diia, check its validity on the website of the Motor (Transport) Insurance Bureau of Ukraine and try to update the data in the app. If the policy is still not displayed, contact the technical support service to re-submit the information to the system.

Electronic and paper versions of CTPCI are absolutely equivalent. Once the contract is executed in any form, the insurance information is entered into a specialised database of the Motor (Transport) Insurance Bureau of Ukraine.

You can check the validity of the contract at https://policy.mtsbu.ua/ using its number or the car number. The police and other services recognise an electronic policy without the need to print it on paper.

The categories of citizens specified in the current law on compulsory motor insurance are entitled to take out an insurance contract with a 50% discount. These are people with disabilities, combatants, Chernobyl victims, and pensioners.

The right to preferential terms for purchasing insurance can be applied if a person owns a car with an engine capacity of up to 2500 cc or an electric motor power of up to 100 kW and uses the vehicle independently. Another condition is that the car cannot be used for commercial purposes.

Starting in 2025, following the adoption of a new law on compulsory motor insurance, all road users must have a valid motor vehicle insurance policy. However, the rules on the right to compensation for combatants and persons with war-related disabilities have come into force.

That is, if such persons have already purchased motor third party liability insurance, they may apply for compensation for expenses incurred when concluding a motor third party liability insurance contract during the martial law period and one year after its expiry. A refund mechanism has also been developed for those beneficiary policyholders who have taken out a contract since January 2025.

Motor third party liability covers the costs of third parties who suffer as a result of the driver's mistakes. In other words, in the event of an accident caused by the driver of the car specified in the contract, the insurer will reimburse the victims' material losses and medical expenses.

According to the law, the company is obliged to restore the damaged car to the condition it was in before the accident. The compensation for treatment is calculated on the basis of the documents provided by the victims confirming their expenses. The amount of payments is limited to the limits in force at the time of the insured event.

The price of compulsory motor insurance for drivers can vary. The cost of the contract depends on several important factors: the place of registration of the car owner, the type of vehicle and engine size.
